Bio

Kelly B. Shaw serves as the associate director of Cyclone Civics, Iowa State University's nonpartisan initiative to provide opportunities for education and research on civic education and free speech that is coordinated through the Carrie Chapman Catt Center for Women and Politics. Shaw is a teaching professor in the Department of Political Science at Iowa State University, where he began as a lecturer in the fall of 2011. With expertise in comparative politics, particularly in Western Europe and East Asia, Shaw instructs both graduate and undergraduate courses in public policy, American politics, and comparative politics. Shaw coordinated policy-related outreach for the European Commission in the Midwestern United States from 1999 to 2005 and later served two terms as the mayor of Indianola, Iowa, from 2014 to 2020. These experiences have deeply informed his teaching, allowing him to provide students with a pragmatic perspective on policy outreach and implementation, grounded in real-world practice at both the international and local government levels. He holds a B.A. in political science and communications from Central College, an M.A. from Iowa State University, and a Ph.D. from the University of Missouri.
